(Interamerican Institute for Democracy) Cuba’s dictatorship has expanded in this 21st century establishing its system of State-terrorism and the institutionalized violation of human rights in Venezuela, Bolivia, and Nicaragua. Twenty-century Castroism converted into Castrochavism, or 21st Century Socialism, now controls several Heads of State in democratic countries of the Americas, a situation corroborated by internal acts and those of foreign policy. The most recent evidence is Chile’s subordination -by direct actions of President Gabriel Boric- to the Castrochavist foreign policy against Israel.

Chile recognized Israel’s Independence in February of 1949 and ever since their bilateral relations have been solid and growing. Both countries have dozens of bilateral agreements, trade exchange, military cooperation agreements, full diplomatic relations since 1950. When Israel’s ambassador to Chile went to Chile’s presidential palace to join other diplomats to present their credentials on Thursday 15 September of 2022, “President Boric decided not include him in the event and postponed it solely for him”. A “very serious, disconcerting and unprecedented action. . . that seriously affects the relations between States”.

This type of international aggression does not reflect the foreign policy of Chile as an independent State, it looks more like an action of transnational political intervention that places Chile as a satellite of 21st Century Socialism or Castrochavism, because Chile does not have either any reason, or a precedent of national interests to proceed in this manner. This type of actions, however, are part of the foreign policy of 21st Century Socialism’s dictatorships.

Castrochavism is the most prominent criminal phenomenon of the Americas in the 21st century that gets started with the ascent of Hugo Chavez to power in 1999 when he rescues and associates himself with Cuba’s dictatorship, at that time in agony and undergoing a special period of austerity. Chavez gives money and oil to the only remaining dictatorship of the region at the end of the 20th century. Cuba reciprocates by exporting its methodology of control and criminal conspiracy and together they kick-start the Bolivarian populism rapidly converted into Castrochavism.

Twenty-first Century Socialism sponsors and promotes candidates in all elections and bolstering and taking advantage of the fragmentation of democratic political parties, turns relative minorities into absolute majorities. This is how the presidency of Mexico with Lopez Obrador and Argentina with Fernandez/Kirchner become the para-dictatorial governments they now are, and more recently the presidencies of Peru with Pedro Castillo, Chile with Gabriel Boric, and Colombia with Gustavo Petro. In none of these cases they are able to destroy democracy, because its solid footing on the freedom of the press, the rule of law, the independence of the judicial system and the existence of political opposition.

Executing Castrochavist methodology Cuba’s dictatorship implements an international policy characterized by; “a full backing to the Cuban dictatorship” and its victimization; the proclamation of “the failed war against narcotics’ trafficking” to favor and protect the narco-State/dictatorship regimes of Venezuela, Bolivia, and Nicaragua under the leadership of Cuba; a “dictatorial impunity” with the recognition of Venezuela’s dictatorship, efforts to normalize Nicaragua’s dictatorship, and keep the simulation of democracy in Bolivia; “finger-pointing and attacks against Israel”, backing internationally known terrorism groups; a discourse of “anti-imperialism with a propensity to violate human rights” by dictatorships and terrorist organizations.

For decades, Cuba’s dictatorship has an anti-Israel position that included the rupture of diplomatic relations in 1973, its participation in the Yom Kippur war sending troops and equipment to Syria. Following the disintegration of the Soviet Union it toned down a bit but with the appearance of Castrochavism and its relations with terrorist groups, Cuba in 2021 was again included in the “list of States sponsoring international terrorism”. Reports from 2020 highlight the fact that Cuba “either directly or through Venezuela continues procuring intelligence for the Hamas and Hezbollah terrorist groups”.

Cuba’s control of Venezuela, Nicaragua, and Bolivia’s dictatorships has ensured their anti-Israel postures. Venezuela’s dictatorship severed relations with Israel in 2008 and Israel has recognized Juan Guaidó as the legitimate President of Venezuela. In 2009, Evo Morales broke-off Bolivia’s relations with Israel and relations were reestablished by the interim government in 2020. Nicaragua severed relations with Israel in 2010 and they were restored in 2017.

Factual reality reveals that President Gabriel Boric has broken Chilean diplomatic tradition, subjecting his country to the Castrochavist foreign policy regarding the posture of recurrent attacks against Israel, a path already followed by the dictatorship’s satellite regimes.
