(Interamerican Institute for Democracy) The electoral fraud perpetrated in Bolivia for Evo Morales is comprised by a long series of wrongdoings in preparation for the crime committed on elections’ day. The absence of the rule of law, the total control of all branches of government, the manipulation of identification in voter’s registration, the enabling of Morales as a candidate, the fabricated primary elections, the falsifications and manipulation of electoral results, are some of the elements of the fraud. Despite the flagrancy of these crimes the General Secretary of the Organization of American States (OAS), Luis Almagro, again involves the OAS in Evo Morales’ electoral fraud to perpetuate him in power, aggravates the on-going crisis, and obstructs the return of democracy in Bolivia.
The facts, publicly documented since this past 20th of October, prove Bolivia’s condition as a “vote-catching dictatorship” one in which people “vote but do not elect”. The screenplay applied to the group of dictatorships manipulated by Cuba that includes Venezuela and Nicaragua, now definitely includes Bolivia. Evo Morales is the unveiled fourth dictator from the Transnational Organized Crime’s consortium dubbed “Castrochavism”.
The electoral fraud perpetrated in Bolivia is a “flagrant crime”. That is to mean “that it is so evident that no proof is needed” because the actor has been “caught in-flagrancy” when he was committing the crime, or as a popular way of saying “he was caught with the hands in the dough”. The way how Bolivia and the world have witnessed the commission of electoral fraud so that Evo Morales could counterfeit the results and declare himself the winner, in the first round, is the equivalent of catching a thief robbing an old lady’s purse and then getting apprehended by the citizenry with the robbed purse in his hands.
Due to the flagrancy of the crime and by its condition of being a “noteworthy fact” that constitutes “a public event that does not require proof to be corroborated” the OAS’ observers and the observers of those countries who participated in the elections of the 20th of October, immediately recommended a second round of voting as a diplomatic way of saying what everyone in Bolivia and the media were already and very clearly saying: FRAUD!
The flagrancy of the crimes, the proof that overwhelmed social networks, the courage of complainant citizens, the resignation of officials from the electoral system that perverted the course of justice, the international press, the “civil resistance” led by civic leaders that went beyond any hesitation and the estimation from the opposition’s candidates identified as “functional” and the national indignation have all produced the request to consider these as NULL ELECTIONS, and to request Evo Morales’ departure from the government with the slogan “OUT EVO”.
The civil resistance of civic stoppages has been on-going for almost two weeks and the regime has failed to dissolve it with repression and violence. The civil resistance has generated UNITY around the theme “OUT EVO” and asks for the INTERNATIONAL NON-RECOGNITION of the fraudulent election and has APPEALED TO THE ARMED FORCES AND THE POLICE to respond with their loyalty to the people, the Constitution and the laws, instead of being the dictator’s operators.
The Police is showing a rift from within and has even refused to take action, policemen have marched with the people and the regime defuses mutinies. There is tension in the Armed Forces because the Army continues to be inoperative, the Air Force is subjected to the regime and the Navy has kept a low profile. This is why the Castrochavism in Bolivia represses the civil resistance with paramilitary forces, along with social movements (known as “Colectivos” in Spanish), and criminal groups under Cuba’s direction, just as in Venezuela and Nicaragua. They have assassinated two citizens with snipers, there are hundreds of wounded and political prisoners.
In these conditions, General Secretary Almagro has agreed with the regime to conduct a binding electoral audit of the 20th of October elections. This is to say that he has involved the OAS with the fraud and the illegal and violent sustainment of Evo Morales. Could it be, perchance, that Almagro and the OAS ignore the flagrancy of the electoral fraud and related crimes? Does Almagro and the OAS know the legal concept of “noteworthy facts”? Why does he shy away from the initial report by his own electoral observers?
The Almagro/Morales Audit is repudiated because we cannot forget that the very same General Secretary in a very informal and express visit to Evo Morales in La Paz, this past May, was the one who enabled Morales to be a candidate and dedicated the rest of his visit to Morales’ coca-leaf harvesters’ unions and even partook of events kicking-off his host’s electoral campaign.
